Newfoundland Provincial Nominee Program (NLPNP)

Newfoundland & Labrador Provincial Nominee Program (NLPNP) seeks to take on immigrants who have specialized occupational or entrepreneurial skills and may nominate immigrants, who can contribute to the economic and collective goals of the province for Permanent resident status.

The different categories of the NLPNP are:

Skilled Worker Express Entry Skilled Worker International Student

Depending on which type you qualify for such as, skilled worker, Express Entry Skilled worker or International student the steps in the Application process will differ accordingly.

Skilled Worker

This program nominates persons who have specialized skills that have a critical impact on the operations of an employer, which are not otherwise obtainable in Canada. A Skilled worker is one with specialized skills and experience who may fill a labor shortage or specialized need in the existing provincial employment market.

Skilled Workers who wish to apply in this category must meet the following criteria:

  • Have a Permanent job or job offer from a employer in Newfoundland that meets Provincial requirements
  • Have an IRCC work permit or be eligible to apply for one
  • Have the qualifications, training, skills, and accreditation for the job
  • Meet provincial credentials standards for professional licensing requirements
  • Have sufficient ability to communicate in either English or French.
  • Sufficient settlement funds to establish in Newfoundland and Labrador
  • Nominees must settle in Newfoundland and Labrador
  • Application processing fee of $ 250

In this category applicant must achieve a minimum of 50 points on self-assessment and a permanent job or job offer is evaluated if it falls within the strategic sector list.

Express Entry Skilled Worker

This stream is for skilled workers who have been accepted into IRCC’s Express Entry pool and who have a Job offer from a Newfoundland and Labrador Employer.

Express Entry Skilled Workers who wish to apply in this category must meet the following criteria:

  • Met the IRCC’s Express Entry pool requirements and have Express Entry Profile Number ( E plus Nine digits) and Job validation code (Four digits)
  • Have a Permanent job or job offer from a employer in Newfoundland
  • Have an IRCC work permit
  • Have the qualifications, training, skills, and accreditation for the job
  • Have a Canadian Post secondary degree or diploma or Educational Assessment Report (ECA) to verify foreign education is equivalent to Canadian Standards
  • Meet provincial credentials standards for professional licensing requirements
  • Score a minimum of 67 points out of 100 on PNP Point assessment Grid
  • Have sufficient ability to communicate in either English or French and provide Language Test results
  • Sufficient settlement funds to establish in Newfoundland and Labrador
  • Nominees must intend to work & settle in Newfoundland and Labrador
  • Application processing fee of $ 250

International Student:

This stream is for International Students who have graduated from a recognized post secondary institution in Newfoundland and Labrador or elsewhere in Canada and want to apply for Nomination by NLPNP program and become Permanent residents of Canada.

International students who have been studying in this province are eligible to apply to the Provincial Nominee Program and meet the following requirements to qualify for this program:

  • Graduated, within the past two years, from a recognized Newfoundland and Labrador post-secondary institution; or a Canadian College or University
  • Obtained a certificate, diploma, or degree for a program of at least two years in length or
  • One year post graduate degree programs which require a previous degree are also eligible
  • Have a Full-time permanent “Job offer” from a Newfoundland and Labrador employer related to their field of study or
  • Obtain a Post-Graduation Work Permit and have the necessary qualifications and sufficient language ability for the position being offered. 
  • Demonstrate sufficient language ability to perform employment duties
  • Have the qualifications, training, skills, and accreditation required for the job
  • If a student has studied elsewhere in Canada, will require one year of experience in Newfoundland before submitting PNP application.
  • Sufficient settlement funds to establish in Newfoundland and Labrador
  • Intend to settle permanently in Newfoundland and Labrador

This category will receive priority processing on their Canadian Permanent Residency applications.
